Who are we?

The Extractive Industries Transparency Initiative (EITI) is an international association that includes over 50 member countries and over 70 supporting companies. We believe that a country’s natural resources belong to its citizens. Our mission is to promote understanding of natural resource management, strengthen public and corporate governance and accountability, and provide data to inform policymaking and multi-stakeholder dialogue in the extractive sector.

Our unique multi-stakeholder model brings together government, civil society and business representatives on a single EITI platform with equal footing to improve natural resource governance. Member countries implement the 2023 EITI Standard, recently updated with new provisions on energy transition, anti-corruption and gender equality.

Who you are

Working as a Project Manager is rewarding and occasionally challenging, and it will require you to be dynamic and flexible. You will need to work systematically, be proactive and have a structured approach to problem-solving. You will have previously worked as a project or programme manager with responsibility for a multi-year project portfolio with a budget of over USD 5 million. Ideally you will have experience of working in a governance and strong experience of working in an international development setting.

What are we looking for?

The Extractive Industries Transparency Initiative (EITI) International Secretariat is seeking a Project Manager who will both coordinate the overall project portfolio at the Secretariat and act as a programme manager for two of the EITI’s largest programmes, namely:

  • Opening Extractives (OE) – a programme to deepen beneficial ownership transparency in targeted EITI countries, jointly implemented by the EITI and Open Ownership.
  • A USAID funded programme, aimed at curbing anti-corruption, especially in the course of the energy transition, increasing beneficial ownership transparency, and advancing the disclosure of EITI data at source by companies and governments

The successful candidate will have the opportunity to collaborate across the EITI globally, engaging with donors and key partners to implement projects. Situated within the Operations team of the EITI International Secretariat, the candidate will work closely with the Finance Manager and Project Coordinators. Interaction with the Monitoring, Evaluation and Learning (MEL) Manager will be crucial for establishing suitable monitoring, evaluation and learning frameworks for all programmes. The Programme Manager will seek guidance and input from the Policy team and thematic experts both internally and within partner organisations. This collaboration will ensure effective management, coordination, budgeting and delivery of programmes across the International Secretariat.

Duties and responsibilities

  • Manage the OE and USAID programme portfolio, ensuring the objectives, timelines and budget set out in the funding proposal are met. This includes working with partners and across the International Secretariat to ensure collaboration on drafting the annual work plans, following up on programme activities to ensure their completion and gathering data for monitoring and reporting purposes.
  • Drafting workplans and support department leads in executing activities and collecting data for programmatic reporting.
  • Together with the Operations team, contribute to the design, development and ongoing management of a reporting framework that collects data from current projects in the Secretariat and presents overall status on run rate, budget and quality across the Secretariat’s project portfolio.
  • Participate in the design of new programmes as required and based on business needs, contributing to the drafting of funding proposals and project work plans.
  • Line management of the OE project team and coordination of the Programme Management Unit (PMU) of the OE Programme.
  • Provide updates to senior management, directors, partners and donors on progress, risks and challenges across the project portfolio.

Qualifications

  • Relevant advanced university degree. Bachelor's degree is required. Master's degree is highly desirable. 
  • 8-10 years of successful experience of programme management, proven ability to coordinate related workstreams across teams: setting up, managing and monitoring high value, complex international projects.
  • Demonstrable skills in programme management, financial management, compliance, procurement and management of sub-contractors, tracking of performance and costs.
  • Experience of working in an international environment and with international partners.
  • Excellent command of written and spoken English and excellent presentation skills. Spoken/written French, Spanish or other EITI language is an additional advantage. 
  • Experience of working with remote and diverse teams
  • Experience working on issues related to open governance, corporate transparency, anti-corruption or natural resource governance. 
  • Experience working with resource-rich countries in Africa, Asia or Latin America.

EITI International Secretariat can on a case by case basis provide support in relocation to Oslo, Norway for international applicants. It is also possible for remote working set up subjected to the candidate's location.
